Police arrest Delmar Mann on drug and gun charges after traffic freeze – Seaford

Seaford Delaware state police arrested a 32-year-old man Troy Smith of Delmar, MD, on drug and gun charges after a traffic stop on Friday night.

At around 7:51 p.m. on November 26, 2021, a soldier on a routine patrol on Concord Road in the Concord Pond Road area observed a red Mitsubishi Eclipse driving on Concord Pond Road without proper lighting above the license plate. A traffic control was initiated and contact was made with the operator and sole occupant, Troy Smith. Upon contact, the soldier apparently observed drug suspicions and took Smith into custody without incident. A search was then made of the likely cause of the vehicle and the soldier discovered a loaded 9mm Smith & Wesson pistol, approximately 0.007 grams of heroin, 4 hydrocodone pills, and several drug paraphernalia. A computer investigation found that Smith is a person who is prohibited from possessing a weapon and has a suspended license.

Smith was transported to Troop 5 where he was charged with the following crimes:

  • Possession of a Firearm by a Prohibited Person (Crime)
  • Possession of a controlled substance – 2 points
  • Possession of drug paraphernalia – 2 counts
  • Driving with a revoked driver’s license
  • Missing license plate light

Smith was tried in the No. 3 Magistrate’s Court and was given a $ 10,950 cash loan to the Sussex Correctional Institution.
